Great idea. I've seen Senior Citizen Social Parks in Taipei, Taiwan. Robust weatherproof exercise equipment would be needed, and sufficient and robust vandalism-resistant lighting too.
My only concern would be the risk of vandalism and consequently such a Senior Citizen Social Park becoming off-limits due to crowds of feral youngsters hanging around. If it becomes repeatedly vandalised, it becomes expensive to maintain and eventually it may well be let go to total disuse.
This risk should be taken into account for site and access choices.
