I'd take this idea notch or two further. How about having parking tickets include also discount vouchers, like "Bring this ticket to Blarney Woollen Mills and get a 5% discount on purchases over €50". This way there is actually something in it for the customers as well, not just retailers.
I propose the council also consider parking ticket payment by mobile phone, as operates in some other countries and which is handy if you have no coins handy.
