It was resolved on a proposal of Cllr. Tom Doherty that Killarney town council would request funding from the department for the provision of fire blankets and fire alarms for our housing stock.

I would understand subsidised or discount home safety gadgets, but I don't quite understand the allusion to free provision of fire blankets and fire alarms for our housing stock i.e. by implication the entire housing stock.
